Electricity Retail Supply Code Review

The Power and Water Corporation made an application for amendments to the Electricity Retail Supply Code in response to substantial reform to the Territory's electricity supply industry, including the introduction of a wholesale market, structural separation of the Power and Water Corporation and the entrance of new retailers.

Under the Utilities Commission Act 2000 and the Electricity Reform Act 2000 the Commission can make, vary or revoke a code or rules for the electricity supply industry.

The aim of the code is to strike an appropriate balance between promoting a level playing field and facilitating full retail competition, while protecting the integrity of the market and discouraging inappropriate market signals among industry participants and stakeholders.

The code sets out the rules for:

  • transferring customers between retailers
  • the arrangements relating to credit support requirements and billing between network providers, generators and retailers
  • metrology between retailers and network providers
  • Retailer of Last Resort arrangements
  • a dispute resolution process
  • protecting electricity customers that require life support equipment.

The Commission undertook significant consultation with stakeholders as part of the review of the Electricity Retail Supply Code, through four consultation papers and consideration of the feedback received. Issues considered were primarily in relation to addressing changes in the Territory electricity supply industry, including to associated legislation, such as the adoption of the National Electricity Law and Rules, modified for the Territory and to introducing new protections for electricity customers that require life support equipment.

The Commission released the final varied the Electricity Retail Supply Code, to commence on 1 December 2019.
