System Control Charges Review

The Power and Water Corporation made a submission to the Commission proposing an increase to the System Control charge from $0.001 per kilowatt hour (kWh) to $0.0057 per kWh, effective from 1 July 2019, and an annual review of the charge.

The Power and Water Corporation holds a System Control licence, in accordance with the Electricity Reform Act 2000. Under the Electricity Reform Act 2000, the system controller is entitled to impose and recover charges for the operations of System Control, provided they are  approved by the Commission.

In making its final decision, the Commission considered feedback on its issues paper​ and draft decision from stakeholders, noting four submissions were received regarding the issues paper and one was received regarding the draft decision.

ACIL Allen Consulting were engaged to assist the Commission with the review of the system control charge and it is recommended that ACIL Allen’s Report to the Commission is read in conjunction with the Commission’s final decision.
