2024 Review of the Compliance Framework and Reporting Guidelines
The Commission is reviewing the Compliance Framework and Reporting Guidelines to ensure the guidelines are current, relevant and reflect a targeted, risk-based approach to compliance and enforcement.

The Commission invites submissions from stakeholders on its 2024 Review of the Compliance Framework and Reporting Guidelines – Consultation Paper by 5pm (ACST) Monday 6 May 2024. Submissions should be provided electronically by email in Adobe Acrobat or Microsoft Word format to utilities.commission@nt.gov.au.
The Compliance Framework and Reporting Guidelines are made under section 7 of the Utilities Commission Act 2000 and apply to holders of electricity supply, water supply and sewerage services licences issues by the Commission. The Compliance Framework and Reporting Guidelines outline the Commission’s approach and expectations in regards to compliance and enforcement, including through requiring:
- the establishment of a compliance process
- reporting on material breaches
- the undertaking of compliance audits
- submission of an annual compliance report and declaration.
The Commission has initiated a review to ensure the Compliance Framework and Reporting Guidelines are current, relevant and reflect a targeted, risk-based approach to compliance and enforcement. The Commission conducted an informal survey in 2023 to seek licensee views on the Commission’s current approach.
To formally initiate the review, the Commission has published a consultation paper which outlines the Commission’s proposed approach. The Commission is seeking submissions from stakeholders concerning the appropriateness of the proposed changes, and has published a draft version 2 of the Compliance Framework and Reporting Guidelines and a detailed summary table of the proposed amendments to assist with interpretation.
