The follow-up audit on the Power and Water Corporation’s business units (System Control and Networks) and Territory Generation is in relation to the Commission's 2014 audit in relation to a system black that occurred in the Darwin-Katherine power system.

The final technical audit report on the Power and Water Corporation and Territory Generation was released on 24 October 2017 alongside the final technical audit report on issues relating to spinning reserve.

The technical audit found there have been significant positive technical improvements in each entity. Areas previously found to be non-compliant improved to be either partially or fully compliant.

The audit demonstrated that the individual entities now have a stronger focus on and understanding of their key regulatory obligations and responsibilities. This resulted in improvements in licensing and technical compliance by the entities.

Complementary to the technical audit, the Commission also reviewed spinning reserve processes. Procurement of such services from electricity entities is required to maintain the continuous supply of electricity from the power system.

The Commission found System Control is generally compliant with regulatory requirements in the way it applies the spinning reserve calculation methodology.
