Review of Retail Licences – Consultation Paper
In light of developments to the electricity industry in the Northern Territory, particularly the structural separation of the Power and Water Corporation (PWC), and increased retail competition in the Territory, the Commission is undertaking a review and considering appropriate amendments to all of the electricity retail licences that have been issued by the Commission, including those issued to PWC and Jacana Energy. The purpose of the review is to ensure that the licences contain conditions that meet the requirements of the Electricity Reform Act and are consistent with good regulatory practice.
The Commission has published a public Consultation Paper containing a template retail licence incorporating the Commission’s proposed changes to all electricity retail licences. The paper also sets out the reasons for the proposed changes to the existing retail licences.
In accordance with s32(2)(b) of the Electricity Reform Act, licensees are provided with reasonable notice to make representations to the Commission about the proposed variations. The Commission is seeking submissions from licensees and interested parties on the conditions included in the template licence.
The Commission intends to make submissions publicly available, unless advised that the submission contains confidential and/or commercially sensitive information. Such information should be clearly identified in the submission and a separate copy suitable for publication provided to the Commission.
