The Commission approved Power and Water Corporation’s proposed amendments to the System Control Technical Code, subject to conditions.
The Electricity Reform Act 2000 and Electricity Reform (Administration) Regulations 2000 authorises Power and Water Corporation, as the System Controller, to make or amend a System Control Technical Code which may make provision for, among other things, any matter relevant to the reliability, safety or security of the system or the monitoring or control of the operation of the system. Amendments to the System Control Technical Code must be approved by the Commission.
In March 2023, the Commission received a submission from Power and Water Corporation proposing amendments to the power system incident reporting procedures in the System Control Technical Code. In accordance with good regulatory practice, the Commission provided a consultation overview and a summary table of the proposed amendments to assist stakeholders interpret the proposal, and encouraged stakeholders to provide any relevant feedback. The Commission received one submission, from Assure Energy.
The Commission approved Power and Water Corporation’s proposed amendments to the System Control Technical Code subject to the conditions summarised below:
- prior to the approved System Control Technical Code taking effect, Power and Water Corporation must develop the relevant Power System Reporting Guideline in accordance with clause 7.5 of the approved Code
- Power and Water Corporation must provide sufficient written notice to system participants of the approved System Control Technical Code’s date of effect.
