Retirement of Lyndon Rowe as Utilities Commissioner

The Utilities Commissioner, Lyndon Rowe, has announced his retirement from the role from 31 December 2026.

Mr Rowe commenced with the Utilities Commission in April 2018 as an Associate Commissioner and was appointed as Utilities Commissioner from 1 January 2019.

Mr Rowe’s positive contribution to the Northern Territory over the last eight years is significant and appreciated. Achievements under Mr Rowe’s leadership include the Commission completing its first major review of the Territory electricity licensing regime since its introduction in 2000, informing stakeholders of risks and opportunities in relation to the power systems, enhancing consumer protections, improving compliance and regulatory accountability and providing trusted advice to government.

All who have worked with Mr Rowe thank him and wish him all the best.

Mr Rowe’s early announcement of his retirement has provided time to put in place arrangements for the Utilities Commission from 1 January 2027.

Richard Owens has been appointed by the Administrator as the Utilities Commissioner from 1 January 2027. Mr Owens has been the Associate Utilities Commissioner for the last eight years, with his first appointment in April 2018.  He is also Senior Commissioner of the Independent Competition and Regulatory Commission of the ACT.

Mr Owens’ appointment as Utilities Commissioner provides certainty and continuity to the Commission, its stakeholders and the Territory.

A recruitment process for two Associate Utilities Commissioners will commence shortly, led by the Department of Treasury and Finance.
